Act as a COMPANY representative to all HSE issues on contractor operated drilling rig, conducting assurance of contractor activities on site.

Responsabilidades e atribuições

  1. Provide advice to line management, including Contractors on occupational health, safety and environment matters throughout Drilling division operations to ensure that the conduct of activities are in full compliance with regulatory and company requirements;
  2. Identify, assess and monitor HSE hazards and layers of protection to prevent incidents, as conduct reviews of Risk Assessments/ JSA to assure that all HSE hazards are identified and adequately addressed by contractor;
  3. Conduct HSE inspections and verification (covering e.g., Lifting Operations, Working At Heights, Confined Space, Process Safety, etc.) to confirm that work sites are safe and compliant and that current work practices are in line with the approved procedures;
  4. Conduct regular HSE inspection/assurance at work site to ensure that occupational safety and health risk associated with work activities as well as risk posed by machinery, plant, equipment, substance and appliance are managed to a level that is as low as reasonably practicable (ALARP);
  5. Participate in incident investigation, ensuring that the incident investigation process is carried out in accordance with PPBL Incident Investigation & Reporting Procedures and to effectively identify potential root causes and develop effective intervention plan to prevent the recurrence of similar incident to safeguard and protect people, environment, asset and reputation of COMPANY. Monitor progress and implementation of corrective actions arising from related Incident, Near Miss reports. Stewarding of incident finding and actions to conclusion;
  6. Verify and provide support in running lessons learned process on the site;
  7. Proactively and systematically monitor site activities to help ensure compliance with HSE policies, procedures and standards;
  8. Strong Experience developing, planning, implementing and maintaining Health Safety and Environmental plans, actions lists and programs (e.g., PPE use, waste management, etc.) at the work site, in compliance with regulatory requirements;
  9. Provide support to HSE audits and tracking Action Plan;
  10. Advise and support implementing HSE legal and regulatory requirements;
  11. Ensure that an effective, efficient and trained emergency response organization is in place. Verify and coordinate exercises/ drills and other contractor’s duties in accordance with the Emergency Response Plan;
  12. Verify contractor’s safe handling and storage of hazardous substances;
  13. Ensure awareness and compliance to Environmental permit and coordinate on site environmental programs;
  14. Provide support in facilitating and leading safety meetings, health, safety and environmental campaigns;
  15. Provide occupational safety and health related training and promoting safety culture (Monthly performance review, proactive safety culture, UAUC, near miss & Behaviour report) at work site throughout the division including contractors by giving safety talk, conducting HSE inspection/assurance and safety walkabout to enhance competency on occupational safety and health to promote safe work practices;
  16. Coach, mentor and conduct periodic performance review to motivate staff and contractor to instill right mindset, behaviours and values to attain high HSE performance standard throughout operations;
  17. Support verification to assure that contractor personnel is appropriately trained to conduct their work safely in accordance with approved procedures;
  18. Effectively communicate with all relevant site/office-based teams regarding HSE planning, actions, monitor and report HSE performance/incidents.

Requisitos e qualificações

Skills/Knowledge:

  • Minimum ten (10) years HSE experience in Oil and Gas industry;
  • Minimum five (5) years’ experience as HSE Officer for drilling operations;
  • Professional qualifications – Superior Safety Technician or BSc. in Engineering (Science, HSE) or relevant discipline;
  • Possess valid HUET/CBSP certification;
  • Fluent in Portuguese and English;
  • Strong knowledge of related Brazilian HSE Regulatory requirements for offshore activities (ANP, IBAMA and NR’s);
  • Strong HSE leadership skills with ability to work across multi-disciplinary teams;
  • Experience and training abilities with HSE related systems including PTW, Risk Assessment and Safety Observation processes;
  • Experienced in conducting and or leading an Incident Investigation;
  • Experience with auditing of HSE management systems;
  • Good working knowledge of offshore environmental and Waste disposal practices;
  • Strong interpersonal skills that can lead and promote a good safety culture.
